2023 Annual & Transparency Report

Terrorist and violent extremist exploitation of the Internet threatens open societies everywhere.

The Global Internet Forum to Counter Terrorism (GIFCT) is an NGO designed to prevent terrorists and violent extremists from exploiting digital platforms. Founded by Meta (formerly Facebook), Microsoft, YouTube and X (formerly Twitter) in 2017, the Forum was established to foster technical collaboration among member companies, advance relevant research, and share knowledge. Since 2017, GIFCT’s membership has expanded beyond the founding companies to include over thirty diverse platforms committed to cross-industry efforts to counter the spread of terrorist and violent extremist content online.

Organizational Principles

Inclusion

GIFCT has an open-door policy with respect to constructive input and innovation. Engaging with a wide array of voices and perspectives from across the globe is a core organizational value, and we are always seeking to expand and diversify our stakeholder community.

Transparency

GIFCT is committed to transparency surrounding all of our work streams: from joint tech innovation to knowledge-sharing efforts. We prioritize clear and open communication with our stakeholders and seek to increase transparency through regular assessments of the impact of our work.

Results

Concrete results that lead to a real-world reduction in violent activity carried out by extremists are what matter most. How we achieve those results–in a manner that protects fundamental human rights–is of equal importance.

The mission of the Global Internet Forum to Counter Terrorism is to prevent terrorists and violent extremists from exploiting digital platforms. Launched in 2017, GIFCT is an independent, not-for-profit organization bringing together the technology industry, government, civil society, and academia to foster collaboration and information-sharing to counter terrorist and violent extremist activity online. Central to our efforts is the protection and promotion of the fundamental human rights–including freedom of expression–that terrorism seeks to undermine.
